Regarding the measures to promote the digital transformation of the service industry, Song Wei, the second-level inspector of the Shandong Provincial Development and Reform Commission, said that he will focus on three aspects:
First, accelerate the construction of a policy system for the digital development of the service industry.Give full play to the role of service industry development coordination mechanism, improve market access, industry transformation, industry integration, platform economy and other policies and measures, study and formulate relevant standards and norms in key areas of service industry digitalization, improve personnel training and incentive mechanisms, implement fiscal and taxation policies such as tax reduction and fee reduction, encourage and guide credit funds and social capital investment, strive for inclined support such as central investment and special bonds, increase the supply of resources such as land and energy consumption, and promote "elements follow the project" to provide strong policy support for the digital transformation of service industry.
The second is to continue to promote the digital transformation and development of key areas of the service industry.Encourage and support service enterprises to "go to the cloud, use numbers and empower wisdom"We will continue to build digital economic service platforms such as financial transactions, data applications, trade logistics, and strive to build a new system of high-quality and efficient service industries. Focusing on the high-quality development of service manufacturing industry, we will carry out a new batch of pilot projects for the integration of modern service industry and advanced manufacturing industry, vigorously promote the digital empowerment and upgrading of productive service industries such as R&D and design, smart logistics, business consulting and modern finance, cultivate excellent and strong digital integration development subjects, and create an industrial ecology in which modern service industry and advanced manufacturing industry cross-infiltrate, interact and coexist. Focusing on enriching the supply of life service industry, we will continue to promote the full-chain digital application of life service industries such as medical care and health, boutique tourism and e-commerce, support the construction of "Internet+medical health" demonstration province, accelerate the construction of an information network covering the whole province for the aged, carry out the pilot project of smart travel in an orderly manner, build a public service platform for travel, promote the in-depth cooperation between online platforms and physical businesses, and cultivate a number of e-commerce comprehensive service platforms with e-commerce operation and brand incubation capabilities to meet the individuality, diversification and convenience of the people.
The third is to cultivate and expand the digital development carrier of service industry.We will pool policy resources, innovate institutional mechanisms, further promote 14 comprehensive service industry reform pilots, focus on characteristic industries, key industries and important fields, and create a new path and new model for the integration of digital economy and real economy. We will carry out the upgrading and leading project of 100 enterprises in the producer service industry, focusing on the development of digital creativity, advertising planning, testing and certification, general integration and general contracting, and life cycle management, and encourage and guide enterprises to build chains, make up chains and extend chains, and promote industrial optimization and upgrading. A number of provincial service industry innovation centers have been newly identified, and 139 innovation centers have been strengthened to enhance the independent innovation ability of enterprises. We will launch the selection of a new batch of provincial-level modern service industry clusters, accelerate the construction of 87 clusters, and build the clusters into core areas for high-quality and efficient development of service industries and leading areas for green, low-carbon and high-quality development.
