The economic aggregate continued to expand. The development process of industrial agglomeration has accelerated. The sales revenue of six key parks reached 320 billion yuan, and Haizhou District was recognized as the characteristic industrial base of the national torch plan. There are 17 enterprises with sales revenue exceeding 5 billion yuan in the city, and Xinhai Petrochemical took the lead in breaking through 20 billion yuan, reaching 20.297 billion yuan, an increase of 28.8%. Investment in industrial projects has accelerated. In 2013, industrial investment overcame difficulties and put pressure on itself. The growth rate of industrial investment was 5.6 percentage points faster than the provincial average, ranking third in the province. Investment in emerging service industries has grown rapidly. Among them, investment in information transmission, software and information technology services was 1.12 billion yuan, up 55.4%, and investment in business services was 2.81 billion yuan, up 38.1%; Investment in scientific research and technical services was 720 million yuan, up by 61.3%; Investment in financial services was 350 million yuan, up 75.3%; The investment in education was 1.65 billion yuan, an increase of 73.0%.  
V. Transportation and Information Communication Industry
Port construction has been vigorously promoted. The "one body and two wings" combined port was accelerated. The main port area has become a national low-carbon pilot port and a science and technology demonstration port. The collection and distribution system has been gradually improved. The main body of the special railway line in Qitai operation area was completed, and the ore belt conveyor project was promoted in an orderly manner. The construction of Beishugang Highway, Xuweigangqian Avenue, Xin Xu Highway, Provincial Highway 242 and National Highway 310 was accelerated, and the section from Liezikou to Qingkou of Linhai high-grade highway was simply opened to traffic. The 120-kilometer-long Hong Kong-produced city has jointly developed the traffic artery and started construction of Haibin Avenue. Lianyungang-yancheng railway’s pre-construction work was actively promoted. Eight new international container routes were opened, and three railway trains were included in the national bus operation, taking the lead in opening container trains leaving the country through Horgos Port. The growth rate of real estate-related consumer goods accelerated. The wholesale and retail enterprises above designated size increased by 38.5%, 56.1%, 31.0% and 18.5% in hardware and electricity, building and decoration materials, furniture, household appliances and audio-visual equipment, respectively, which were 10.6, 38.5, 9.7 and 3.4 percentage points higher than those in the previous three quarters. Retail sales of gold, silver and jewelry increased by 23.9%; The retail sales of food, beverages, tobacco and alcohol increased by 22.5%.
Prices have risen moderately. Since the beginning of this year, with the gradual deepening of national macro-policies, coupled with the cyclical low prices of major foods such as meat and eggs, the city’s CPI started at a low level in January-March, rising by 0.7%, and then the CPI rose gradually to a high level, rising by 2.2% for the whole year, which was 0.1, 0.3 and 0.6 higher than that in January-November, January-October, January-September and January-August respectively.

VII. Foreign Economy

Among them, the export was US$ 3.784 billion, up by 5.1%, ranking fourth in the province, up by 0.7 percentage points from the third quarter.
VIII. Finance, Finance and Insurance
Fiscal revenue has increased steadily. The budget revenue of public finance was 23.33 billion yuan, an increase of 11.7%, ranking tenth in the province; Tax revenue accounted for 81.4% of the budget revenue of public finance, an increase of 4.4 percentage points over the previous year. The main tax categories remained stable, and the total income from value-added tax, business tax, enterprise income tax, personal income tax and deed tax was 14.81 billion yuan, an increase of 18.6%. Spending on people’s livelihood exceeded 70%, and spending on education was 6.105 billion yuan, an increase of 17.1%. The budget revenue of public finance accounted for 13.1% of the regional GDP, an increase of 0.1 percentage points over the previous year.
Financial credit operated steadily. At the end of the year, the balance of deposits in financial institutions was 170.993 billion yuan, an increase of 17.198 billion yuan over the beginning of the year. Among them, the deposits of enterprises and institutions were 81.184 billion yuan, an increase of 5.509 billion yuan over the beginning of the year; Savings deposits of residents reached 85.095 billion yuan, an increase of 11.815 billion yuan over the beginning of the year.
The insurance industry is booming. From the perspective of insurance composition, life insurance income is 2.504 billion yuan, accounting for 56.8% of the total insurance premium income. Property insurance premium income was 1.567 billion yuan, accounting for 35.6% of the total premium income. Health insurance premium income was 225 million yuan, accounting for 5.1% of the total premium income.

Landscaping continues to advance. Adhere to the principle of "increasing the scale of greening, emphasizing characteristics to improve quality, and strengthening functions to improve people’s livelihood", and simultaneously improve the greening scale and garden quality. The urban area invested 3.5 billion yuan to implement 137 landscaping projects, adding 437 hectares of green space, with a green space rate of 37.5%, a green coverage rate of 40% and a per capita park green space of 13.8 square meters.
