At the end of 2009, Xiaoxian county began to build a new administrative district on the north side of the county. Located in the new administrative district in the northeast of the county, it is about 2 kilometers away from the county government. There is a quiet big construction site on the north side of Shunhe Road. There are 4 or 5 buildings on the east and west sides of the construction site respectively, and there is a magnificent building in the middle. And the middle area of these buildings is full of mounds and weeds.
The central building is gray, the main part has been completed, and the interior has not been renovated. The building is divided into five parts, and the main building in the middle has six floors. There is also an annex building in its northeast, southeast, southwest and northwest corners, each with five floors.
There is no project overview board near the construction site, but there is a project overview board of "Landscape and Road Project of Xiaoxian Government Square" in the building. The overview card shows that the project covers an area of 57,700 square meters, with a total investment of 22.9 million yuan. The commencement date is July 15, 2012, but the completion date is blank.
The Paper found that there was not a construction worker in the whole building, and there were no building materials in and around the building. In a room on the second floor, there lives a site caretaker, who has been guarding the square project in front of the door for two years. Every day when he arrives at dinner, he goes home for dinner, then comes back and sleeps in the building at night.
According to master Zhu Hailiang, who lives in Xiaozhuzhuang, south of the construction site, this building is a new office building of the county government, but it has not been settled yet because it is not allowed to move. "This building is called Anliang Building. It has been built for two years and has not been moved since." Zhu Hailiang said that he used to open a small shop on the construction site and cook for the workers.
According to public information, the full name of Anliang Building is "Anliang Yubei Building", which was built by Anliang Real Estate Co., Ltd. (hereinafter referred to as Anliang Real Estate) and started construction in the government affairs new district on November 22, 2009; The building has a total construction area of 23,966 square meters, which is divided into five parts: main building, 1# building, 2# building, 3# building and 4# building.
However, the staff of Anliang Real Estate Office said: Anliang Group does not have a building in northern Anhui, and everyone has not heard that Anliang Real Estate has a building in northern Anhui in Xiaoxian County. The insider said that the building is the office building of the county party Committee, the county government and the county people’s congress, and it has been in a state of suspension in the second half of 2012.
Why is the government building called "Anliang Wanbei Building"?
According to an article published on the website of Anliang Real Estate on December 23, 2009, the company has established a close strategic partnership with Xiaoxian government and has been engaged in the construction of Xiaoxian New Town. Not only Anliang Wanbei Building was built by it, but also the county experimental primary school and county people’s hospital were built by Anliang Group, and some roads in the new city were also invested by Anliang Group.

The "eight overall situations" of the same shutdown

The Paper found that some main parts of these nine buildings have been completed, and some are red brick walls, which are wrapped by steel bars. Without exception, there are no workers in the construction, only a few masters who look after the construction site.
In a small board room on the construction site, Master Ding told The Paper that there are eight county-level administrative units, collectively referred to as the "eight overall situations"; In addition, there is another building which is an exhibition hall.
Master Ding said that he has been in charge of the construction site of the Industrial and Commercial Bureau for three years, and it has been half a year since he came. Since then, other buildings have started construction one after another. The latest building was the Judicial Bureau, which started construction in June 2013.
At present, these nine buildings have been shut down. "The building of the Industrial and Commercial Bureau built a wall in 2013, and it was not covered at all in 2014." Master Ding said that all the workers have left, even the contractor has left.

The project has a total land area of 124,943 square meters and a building area of 14,476 square meters. The Paper visited the Urban and Rural Planning Bureau, the National Development and Reform Commission and other departments. A staff member of the Planning Bureau said that the shutdown of the building in northern Anhui was due to the policies and regulations on the construction of national buildings, but they were not clear about the specific planning of the new government affairs district.
Ma Lin, deputy director of Xiaoxian County Development and Reform Commission, said that it was not clear that he had just taken charge of this work. He said that he could not provide relevant project approvals on the grounds that the staff familiar with the situation in the project department were on a business trip.
According to a staff member of Xiaoxian Project Department of Anliang Real Estate, Wanbei Building was built for the government, but the specific situation is not known.
The Paper looked up the public information and found that the new administrative center in Xiaoxian County (Wanbei Building) only had the bidding or bid-winning announcements for the main project, building construction supervision, interior and exterior decoration engineering and building ventilation engineering, but there was little public information for the "eight overall situations" projects such as the Agriculture Committee and the Water Conservancy Bureau.
It is doubtful whether these government buildings have been approved by the competent authorities. In addition, the specific cost of the project is not known to outsiders.Everyone interviewed by The Paper said that the cost of the new government buildings must exceed 100 million yuan, some said it was more than 100 million yuan, and some predicted it would exceed 200 million or 300 million yuan.

Just when the The Paper reporter went to Xiaoxian for an interview in April this year, Yang Wenya, then director of the Foreign Affairs Office of the Propaganda Department of the County Party Committee, told The Paper that the old government building and the county party building in Xiaoxian had been in disrepair for a long time, and the government decided to build a new building; In May 2012, the main project of the new government building was completed, and it is expected to move into the office in July of that year.
Unexpectedly, in July 2012, the former county party secretary, Bao Baoliang, was removed from the positions of director of the Xiaoxian People’s Congress Standing Committee and secretary of the county party Committee for alleged corruption and bribery. At the beginning of December 2012, the CPC Anhui Provincial Commission for Discipline Inspection announced that Wu Baoliang, the former county party secretary of Xiaoxian County, Anhui Province, had been investigated and punished for serious violations of the law.
According to public reports, on February 24, 2014, Hefei Intermediate People’s Court found that Wu Baoliang accepted a total of RMB 18.692 million, US$ 42,000, a shopping card of RMB 64,000 and a watch worth RMB 35,000, and sentenced him to life imprisonment for accepting bribes, deprived him of political rights for life, and confiscated his personal property of RMB 600,000.
In June 2014, the Higher People’s Court of Anhui Province made a final judgment on the case of accepting bribes by Bao Baoliang, dismissed the appeal and upheld the first-instance judgment.
According to the China Youth Daily, the briber units listed in the indictment cover almost all townships and county-level organs in Xiaoxian County. Most of the bribers are unit leaders, such as the director of the Housing and Construction Bureau, the director of the county government office, the director of the county finance bureau, and the captain of the traffic police brigade of the county public security bureau. The amount they send is more than 200,000 yuan; Members of the four leading bodies in Xiaoxian County were also accused of rushing to send money to Wu Baoliang. Zhu Yishu, deputy director of Xiaoxian People’s Congress, Wang Anmin, vice chairman of Xiaoxian CPPCC, Chen Anyuan, chairman of Xiaoxian CPPCC, Cui Hongguang, executive deputy magistrate of Xiaoxian County, and others also appeared in the indictment. A number of government workers in Xiaoxian said that when the old secretary fell, the new government building was only temporarily "shelved".
