Joint statement of People’s Republic of China (PRC) and the Republic of Tajikistan on developing comprehensive strategic cooperative partnership in the new era

  At the invitation of President emomali rakhmon of the Republic of Tajikistan, the Supreme Leader of President People’s Republic of China (PRC) paid a state visit to the Republic of Tajikistan from July 4 to 6, 2024.

  The two heads of state held talks in a traditional cordial and friendly atmosphere and exchanged views extensively and deeply on mutually beneficial cooperation between People’s Republic of China (PRC) and the Republic of Tajikistan (hereinafter referred to as "the two sides") and international and regional issues of common concern.

  The two sides agreed that China-Tajikistan comprehensive strategic partnership has maintained a high level and set a good example for neighboring countries.

  The two sides stressed that, We will abide by the Treaty of Good Neighborliness, Friendship and Cooperation between People’s Republic of China (PRC) and the Republic of Tajikistan signed on January 15, 2007, the Joint Declaration of People’s Republic of China (PRC) and the Republic of Tajikistan on Establishing Strategic Partnership signed on May 20, 2013, and the Joint Statement of People’s Republic of China (PRC) and the Republic of Tajikistan on Establishing Comprehensive Strategic Partnership signed on August 31, 2017. The Joint Statement of People’s Republic of China (PRC) and the Republic of Tajikistan on Further Deepening the Comprehensive Strategic Partnership signed on June 15, 2019 and the Joint Statement of People’s Republic of China (PRC) and the Republic of Tajikistan signed on May 18, 2023 hold that these documents have laid a solid legal foundation for the sustainable development of bilateral relations.

  The two sides pointed out with satisfaction that the frank, mutual trust and constructive high-level exchanges between the two countries over the past 10 years, as well as the cooperation mechanisms established in the fields of political diplomacy, economy and trade, and humanities, have ensured the smooth development of China-Tajikistan relations.

  Based on the common desire of high-level cooperation and deepening bilateral relations between the two countries, the two sides are committed to building a community of destiny of friendship for generations, solidarity and mutual benefit.

  Based on the current development needs of China-Tajikistan relations, the two sides decided to develop a comprehensive strategic partnership of cooperation in the new era and made the following statement:

  one

  People’s Republic of China (PRC) and the Republic of Tajikistan have successfully embarked on independent national development and national rejuvenation.

  China spoke highly of the achievements of the Republic of Tajikistan in consolidating national sovereignty, security and territorial integrity and promoting peaceful foreign policy under the leadership of President emomali rakhmon. As always, China firmly supports Tajikistan’s independent choice of development path and respects Tajikistan’s open, pragmatic and peaceful foreign policy.

  塔方重申坚定不移恪守一个中国原则,承认世界上只有一个中国,台湾是中国领土不可分割的一部分,中华人民共和国政府是代表全中国的唯一合法政府,反对任何形式的“台湾独立”,坚定支持中方为维护主权和领土完整,实现国家统一所作的一切努力。

  As always, China firmly supports Tajikistan’s independence, sovereignty and territorial integrity, and supports Tajikistan’s efforts to safeguard national security, stability, development and prosperity and promote the values of all mankind.

  The two sides are willing to continue to support each other on issues involving core interests such as national sovereignty, security, inviolability of borders and territorial integrity.

  The two sides will fulfill their obligations and will never allow a third country or any organization or group to engage in acts that damage the sovereignty, security, border and territorial integrity of the other country in their own territory.

  The two sides oppose politicization and double standards of human rights issues, oppose using human rights issues as a tool to interfere in the internal affairs of sovereign countries, and are willing to jointly promote the constructive development of human rights.

  The two sides believe that close exchanges and mutual trust dialogue between the legislatures of the two countries are an inseparable part of China-Tajikistan relations, and strengthening bilateral and multilateral cooperation between the legislatures is of great significance to the development of comprehensive strategic partnership of cooperation in the new era and the good-neighborliness and mutual trust between the two countries and their peoples.

  The two sides support the continued consolidation and enrichment of cooperation between the National People’s Congress of China and the Parliament of Tajikistan.

  The two sides noted with satisfaction that great achievements have been made in building the "Belt and Road" over the past 10 years, and this initiative has become a popular platform for international public goods and international cooperation. The two sides support further strengthening the joint construction of the "Belt and Road Initiative" and Tajikistan’s "National Development Strategy by 2030", and unanimously agree to fully implement the consensus and agreement reached in the field of pragmatic cooperation between the two countries.

  Tajikistan supports global development initiatives, highly appreciates China’s help for Tajikistan’s economic and social development and improvement of people’s livelihood, and is satisfied with the results of cooperation between the two sides. The two sides will continue to deepen pragmatic cooperation, promote development and accelerate the implementation of the UN 2030 Agenda for Sustainable Development.

  The two sides will take measures to further expand the scale of bilateral trade, optimize the trade structure, deepen cooperation in the fields of service trade, e-commerce, digital economy and sustainable development, jointly safeguard the stability and security of the industrial chain supply chain, and explore new opportunities for trade and innovation cooperation between the two countries. The two sides spoke highly of the important role played by the China-Tajikistan Intergovernmental Economic and Trade Cooperation Committee.

  The two sides will deepen cooperation in the fields of oil and gas, light industry, mining, chemistry and food industry, building materials production, electric power, key minerals, new energy, transportation infrastructure, communications, health and pharmacy, and strengthen project cooperation.

  The two sides believe that the upgraded China-Tajikistan investment agreement will provide better institutional guarantee for investors from both sides, and are willing to further promote and protect two-way investment in accordance with the upgraded agreement.

  The two sides positively evaluated the role played by the China-Tajikistan Investment Cooperation Working Group in deepening bilateral investment cooperation, and are willing to continue to explore and promote investment cooperation through this mechanism, improve the level of investment cooperation, promote the implementation of key projects, protect the rights and interests of investors, and create a fair and just investment environment.

  The two sides decided to deepen cooperation in the field of "single window" of international trade, promote interconnection and electronic transmission of trade documents, and further enhance the level of cross-border trade facilitation.

  The two sides will deepen scientific and technological exchanges, tap the potential of cooperation in basic research and applied research, and support the construction of joint laboratories and research centers in the fields of cloud computing, artificial intelligence, big data and nanotechnology.

  The two sides believe that we should attach importance to the popularization of high-tech applications, encourage joint investment in the implementation of high-tech projects in the industrial field, and produce competitive high value-added products.

  The two sides stressed that it is of great significance to continuously deepen cooperation in scientific and technological innovation, and will actively promote exchanges between young scientists and achieve pragmatic results in technology transfer, joint research, and joint construction of scientific research platforms.

  Tajikistan welcomes the Global Artificial Intelligence Governance Initiative proposed by China and is willing to strengthen dialogue and cooperation in the fields of artificial intelligence development, security and governance.

  The two sides believe that it is very important to deepen cooperation in the fields of traditional energy, renewable energy, green energy and the transformation of high-tech achievements and consolidate the legal foundation for the implementation of large-scale cooperation projects in the above fields.

  The two sides are willing to implement common renewable energy projects, including cooperation in capacity, technology and standards in solar photovoltaic, energy storage batteries and other green energy fields.

  The two sides reiterated that they will closely cooperate in the fields of green finance, green technology, smart agriculture, water-saving technology, prevention of desertification and soil degradation, and efficiently implement cooperation projects in the fields of digital economy and green development under the framework of jointly building the "Green Silk Road".

  The two sides are willing to expand pragmatic cooperation between scientific and professional institutions, improve agricultural production efficiency in Tajikistan and ensure food security.

  The two sides pointed out with satisfaction that the logistics cooperation between the two countries has achieved results, and stressed the importance of strengthening the interconnection of regional transportation infrastructure under the framework of the "One Belt, One Road" initiative, and are willing to continue to deepen the cooperation between China and Europe (Asia). Both sides attach importance to the construction of the China-Tajikistan-Afghanistan transportation corridor, gradually implement the modernization of the China-Tajikistan-Uzbekistan highway, give full play to the potential of the logistics center in curia, Tajikistan, and jointly build a "China-Tajikistan-Uzbekistan-Iran-Turkey" multimodal transport corridor.

  The 20th anniversary of the opening of Calassou-Kuolemai Port, both sides expressed satisfaction with the operation of the port, and supported it to play an important role as a gateway of good-neighborliness and friendship between the two countries, further enhancing the efficiency of customs clearance throughout the year. The two sides agreed to speed up the modernization of the port and continuously improve the port capacity. Both sides are willing to implement the highway construction project from Varshez to Calassou-Kulemai Port in Gorno-Badakhshan Autonomous Prefecture of Tajikistan.

  The two sides pointed out that cooperation should be further strengthened, the Agreement on Facilitation of International Road Transport among the Governments of the Shanghai Cooperation Organization (Dushanbe, 2014) should be fully implemented, and close cooperation should be made under the framework of the Shanghai Cooperation Organization Infrastructure Development Plan (Samarkand, 2022) to promote the implementation of transnational infrastructure projects.

  Tajikistan supports China’s global civilization initiative and is willing to work with China to promote global civilization exchanges and mutual learning.

  The two sides pointed out that people-to-people exchanges are of key significance to further enhancing mutual understanding between the two peoples, consolidating good-neighborly friendship from generation to generation and consolidating the social foundation of bilateral relations.

  The two sides support further expansion of cooperation in the fields of health care and traditional medicine.

  China is willing to assist Tajikistan in training medical experts and deepen bilateral and multilateral cooperation with Tajikistan in the fields of disease prevention and control and health emergency.

  The two sides will vigorously promote the cooperation between friendship associations and other social friendly groups, enhance exchanges and promote the communication between the people.

  The two sides support expanding cooperation between friendly provinces, prefectures and cities of the two countries and making full use of local cooperation to promote all-round cooperation between the two countries.

  China welcomes Tajikistan to join the Asian Cultural Heritage Protection Alliance. Under the framework of the Alliance, the two sides will jointly carry out pragmatic cooperation in ancient civilization research, monument restoration and joint archaeology.

  The two sides support deepening exchanges and mutual learning among civilizations and oppose attempts to "eliminate culture and tamper with history".

  The two sides believe that efficient cooperation in the security field reflects the high level of mutual trust between the two countries. Tajikistan supports China’s global security initiative and is willing to carry out exchanges and cooperation with China to jointly safeguard regional and world peace and security.

  The two sides support the security and border defense authorities to maintain close communication, strengthen information exchange on cracking down on "three forces", illegal drug trafficking and transnational organized crime, strengthen cooperation in border areas and prevent cross-border movement of terrorists, and exchange experiences on key infrastructure, large enterprises and strategic cooperation projects.

  The two sides will cooperate on the establishment of a meeting mechanism between China and Central Asian Ministers of Public Security and Interior.

  The two sides will take measures to strengthen cooperation in combating illegal immigration, human trafficking, money laundering and economic crimes.

  The two sides are willing to deepen and expand cooperation in the fields of border defense technology and equipment, preventing illegal border crossing, and combating terrorism and transnational criminal gangs.

  The two sides positively evaluated the work of the China-Tajikistan Joint Border Committee and instructed relevant departments to further strengthen the construction of this mechanism and consolidate the good momentum of China-Tajikistan border security, stability, prosperity and development.

  The two sides positively evaluated the friendly and cooperative relations between the two armies, and will continue to deepen military mutual trust and strengthen pragmatic exchanges in the fields of group visits, personnel training and joint anti-terrorism exercises.

  China attaches great importance to Dushanbe’s anti-terrorism and its financing agenda, and points out that it is of great significance to implement the strategy of the Republic of Tajikistan to combat extremism and terrorism for 2021-2025.

  The two sides support deepening cooperation in the field of emergency response, carrying out pragmatic cooperation in the fields of preventing and responding to natural disasters, ensuring safe production, emergency rescue and ensuring emergency industrial products, and strengthening cooperation within the framework of multilateral mechanisms such as the United Nations, the Shanghai Cooperation Organization and the China-Central Asia mechanism.

  The two sides will deepen cooperation in the judicial field and promote mutual visits and personnel training cooperation between representatives of procuratorates and other law enforcement agencies of the two countries.

  six

  The two sides reaffirmed that an independent, neutral, unified, inclusive and peaceful Afghanistan, far away from terrorism, war and drugs, and living in peace and harmony with all its neighbors, is in the common interest of the Afghan people and all countries in the region. The two sides support the establishment of an inclusive government in Afghanistan with the participation of representatives of all ethnic, religious and political groups.

  Noting that the humanitarian situation in Afghanistan is still grim, the two sides support the international community to continue to provide necessary assistance to the Afghan people who have suffered from war and hardship.

  The two sides reiterated their willingness to jointly take measures to prevent and respond to the risks and challenges faced by regional countries from Afghanistan and the region.

  China has taken note of Tajikistan’s initiative to build a "safety belt around Afghanistan".

  The two sides pointed out that maintaining peace, stability and development in Central Asia is very important for countries in the region and even the world, and fully support the efforts of regional countries to ensure sustainable development and build a region of peace and common prosperity. The international community should fully respect the history and cultural traditions of Central Asia and make joint contributions to regional development and prosperity.

  The two sides spoke highly of the implementation of the consensus reached at the first China-Central Asia Summit held in Xi ‘an on May 19, 2023, welcomed the establishment of the secretariat of the mechanism, believing that it would strengthen cooperation between China and Central Asian countries, and reiterated their efforts to ensure the success of the second China-Central Asia Summit held in Kazakhstan in 2025.

  Both sides unanimously support strengthening the central role of the United Nations in international affairs, safeguarding the authority of international law, safeguarding world peace and stability and promoting international cooperation.

  The two sides stated that they would abide by the Charter of the United Nations and the universally recognized basic principles and norms of international law in international affairs and bilateral relations.

  The two sides spoke highly of and supported deepening mutual trust and carrying out all-round strategic cooperation in mechanisms such as the United Nations, the Shanghai Cooperation Organization and the Conference on Mutual Cooperation and Confidence Measures in Asia to jointly address global and regional challenges.

  The two sides pointed out that the cooperation between China and Tajikistan in the Shanghai Cooperation Organization will help to further consolidate the status of the organization and promote mutually beneficial cooperation among member States. Tajikistan congratulates China on assuming the rotating presidency of the SCO from 2024 to 2025 and will fully support China.

  China supports a series of initiatives on global water issues initiated by Tajikistan, especially the ten-year action of "Water for Sustainable Development" initiated by Tajikistan and the International Year of Glacier Protection in 2025, which will promote the harmonious development between man and nature and global sustainable development.

  China spoke highly of the successful holding of the Third High-level Conference on Water for Sustainable Development for the Decade 2018-2028 in Dushanbe from June 10 to 13, 2024.

  The two sides agreed to continue to maintain high-level active political dialogue on issues of common concern.

  The Chairman of the Supreme Leader thanked President rakhmon and the people of Tajikistan for their warm and friendly reception and invited President rakhmon to pay a state visit to China at a convenient time. President rakhmon expressed his gratitude and accepted the invitation.
