Joint statement of People’s Republic of China (PRC) and the Republic of Tajikistan on developing comprehensive strategic cooperative partnership in the new era

　　At the invitation of President emomali rakhmon of the Republic of Tajikistan, the Supreme Leader of President People’s Republic of China (PRC) paid a state visit to the Republic of Tajikistan from July 4 to 6, 2024.

　　The two heads of state held talks in a traditional cordial and friendly atmosphere and exchanged views extensively and deeply on mutually beneficial cooperation between People’s Republic of China (PRC) and the Republic of Tajikistan (hereinafter referred to as "the two sides") and international and regional issues of common concern.

　　The two sides agreed that China-Tajikistan comprehensive strategic partnership has maintained a high level and set a good example for neighboring countries.

　　The two sides stressed that, We will abide by the Treaty of Good Neighborliness, Friendship and Cooperation between People’s Republic of China (PRC) and the Republic of Tajikistan signed on January 15, 2007, the Joint Declaration of People’s Republic of China (PRC) and the Republic of Tajikistan on Establishing Strategic Partnership signed on May 20, 2013, and the Joint Statement of People’s Republic of China (PRC) and the Republic of Tajikistan on Establishing Comprehensive Strategic Partnership signed on August 31, 2017. The Joint Statement of People’s Republic of China (PRC) and the Republic of Tajikistan on Further Deepening the Comprehensive Strategic Partnership signed on June 15, 2019 and the Joint Statement of People’s Republic of China (PRC) and the Republic of Tajikistan signed on May 18, 2023 hold that these documents have laid a solid legal foundation for the sustainable development of bilateral relations.

　　The two sides pointed out with satisfaction that the frank, mutual trust and constructive high-level exchanges between the two countries over the past 10 years, as well as the cooperation mechanisms established in the fields of political diplomacy, economy and trade, and humanities, have ensured the smooth development of China-Tajikistan relations.

　　Based on the common desire of high-level cooperation and deepening bilateral relations between the two countries, the two sides are committed to building a community of destiny of friendship for generations, solidarity and mutual benefit.

　　Based on the current development needs of China-Tajikistan relations, the two sides decided to develop a comprehensive strategic partnership of cooperation in the new era and made the following statement:

　　People’s Republic of China (PRC) and the Republic of Tajikistan have successfully embarked on independent national development and national rejuvenation.

　　China spoke highly of the achievements of the Republic of Tajikistan in consolidating national sovereignty, security and territorial integrity and promoting peaceful foreign policy under the leadership of President emomali rakhmon. As always, China firmly supports Tajikistan’s independent choice of development path and respects Tajikistan’s open, pragmatic and peaceful foreign policy.

　　The two sides are willing to continue to support each other on issues involving core interests such as national sovereignty, security, inviolability of borders and territorial integrity.

　　The two sides will fulfill their obligations and will never allow a third country or any organization or group to engage in acts that damage the sovereignty, security, border and territorial integrity of the other country in their own territory.

　　The two sides oppose politicization and double standards of human rights issues, oppose using human rights issues as a tool to interfere in the internal affairs of sovereign countries, and are willing to jointly promote the constructive development of human rights.

　　The two sides believe that close exchanges and mutual trust dialogue between the legislatures of the two countries are an inseparable part of China-Tajikistan relations, and strengthening bilateral and multilateral cooperation between the legislatures is of great significance to the development of comprehensive strategic partnership of cooperation in the new era and the good-neighborliness and mutual trust between the two countries and their peoples.

　　The two sides support the continued consolidation and enrichment of cooperation between the National People’s Congress of China and the Parliament of Tajikistan.

　　The two sides noted with satisfaction that great achievements have been made in building the "Belt and Road" over the past 10 years, and this initiative has become a popular platform for international public goods and international cooperation. The two sides support further strengthening the joint construction of the "Belt and Road Initiative" and Tajikistan’s "National Development Strategy by 2030", and unanimously agree to fully implement the consensus and agreement reached in the field of pragmatic cooperation between the two countries.

　　Tajikistan supports global development initiatives, highly appreciates China’s help for Tajikistan’s economic and social development and improvement of people’s livelihood, and is satisfied with the results of cooperation between the two sides. The two sides will continue to deepen pragmatic cooperation, promote development and accelerate the implementation of the UN 2030 Agenda for Sustainable Development.

　　The two sides will take measures to further expand the scale of bilateral trade, optimize the trade structure, deepen cooperation in the fields of service trade, e-commerce, digital economy and sustainable development, jointly safeguard the stability and security of the industrial chain supply chain, and explore new opportunities for trade and innovation cooperation between the two countries. The two sides spoke highly of the important role played by the China-Tajikistan Intergovernmental Economic and Trade Cooperation Committee.

　　The two sides will deepen cooperation in the fields of oil and gas, light industry, mining, chemistry and food industry, building materials production, electric power, key minerals, new energy, transportation infrastructure, communications, health and pharmacy, and strengthen project cooperation.

　　The two sides believe that the upgraded China-Tajikistan investment agreement will provide better institutional guarantee for investors from both sides, and are willing to further promote and protect two-way investment in accordance with the upgraded agreement.

　　The two sides positively evaluated the role played by the China-Tajikistan Investment Cooperation Working Group in deepening bilateral investment cooperation, and are willing to continue to explore and promote investment cooperation through this mechanism, improve the level of investment cooperation, promote the implementation of key projects, protect the rights and interests of investors, and create a fair and just investment environment.

　　The two sides decided to deepen cooperation in the field of "single window" of international trade, promote interconnection and electronic transmission of trade documents, and further enhance the level of cross-border trade facilitation.

　　The two sides will deepen scientific and technological exchanges, tap the potential of cooperation in basic research and applied research, and support the construction of joint laboratories and research centers in the fields of cloud computing, artificial intelligence, big data and nanotechnology.

　　The two sides believe that we should attach importance to the popularization of high-tech applications, encourage joint investment in the implementation of high-tech projects in the industrial field, and produce competitive high value-added products.

　　The two sides stressed that it is of great significance to continuously deepen cooperation in scientific and technological innovation, and will actively promote exchanges between young scientists and achieve pragmatic results in technology transfer, joint research, and joint construction of scientific research platforms.

　　Tajikistan welcomes the Global Artificial Intelligence Governance Initiative proposed by China and is willing to strengthen dialogue and cooperation in the fields of artificial intelligence development, security and governance.

　　The two sides believe that it is very important to deepen cooperation in the fields of traditional energy, renewable energy, green energy and the transformation of high-tech achievements and consolidate the legal foundation for the implementation of large-scale cooperation projects in the above fields.

　　The two sides are willing to implement common renewable energy projects, including cooperation in capacity, technology and standards in solar photovoltaic, energy storage batteries and other green energy fields.

　　The two sides reiterated that they will closely cooperate in the fields of green finance, green technology, smart agriculture, water-saving technology, prevention of desertification and soil degradation, and efficiently implement cooperation projects in the fields of digital economy and green development under the framework of jointly building the "Green Silk Road".

　　The two sides are willing to expand pragmatic cooperation between scientific and professional institutions, improve agricultural production efficiency in Tajikistan and ensure food security.

　　The two sides pointed out with satisfaction that the logistics cooperation between the two countries has achieved results, and stressed the importance of strengthening the interconnection of regional transportation infrastructure under the framework of the "One Belt, One Road" initiative, and are willing to continue to deepen the cooperation between China and Europe (Asia). Both sides attach importance to the construction of the China-Tajikistan-Afghanistan transportation corridor, gradually implement the modernization of the China-Tajikistan-Uzbekistan highway, give full play to the potential of the logistics center in curia, Tajikistan, and jointly build a "China-Tajikistan-Uzbekistan-Iran-Turkey" multimodal transport corridor.

　　The 20th anniversary of the opening of Calassou-Kuolemai Port, both sides expressed satisfaction with the operation of the port, and supported it to play an important role as a gateway of good-neighborliness and friendship between the two countries, further enhancing the efficiency of customs clearance throughout the year. The two sides agreed to speed up the modernization of the port and continuously improve the port capacity. Both sides are willing to implement the highway construction project from Varshez to Calassou-Kulemai Port in Gorno-Badakhshan Autonomous Prefecture of Tajikistan.

　　The two sides pointed out that cooperation should be further strengthened, the Agreement on Facilitation of International Road Transport among the Governments of the Shanghai Cooperation Organization (Dushanbe, 2014) should be fully implemented, and close cooperation should be made under the framework of the Shanghai Cooperation Organization Infrastructure Development Plan (Samarkand, 2022) to promote the implementation of transnational infrastructure projects.

　　Tajikistan supports China’s global civilization initiative and is willing to work with China to promote global civilization exchanges and mutual learning.

　　The two sides pointed out that people-to-people exchanges are of key significance to further enhancing mutual understanding between the two peoples, consolidating good-neighborly friendship from generation to generation and consolidating the social foundation of bilateral relations.

　　The two sides support further expansion of cooperation in the fields of health care and traditional medicine.

　　China is willing to assist Tajikistan in training medical experts and deepen bilateral and multilateral cooperation with Tajikistan in the fields of disease prevention and control and health emergency.

　　The two sides will vigorously promote the cooperation between friendship associations and other social friendly groups, enhance exchanges and promote the communication between the people.

　　The two sides support expanding cooperation between friendly provinces, prefectures and cities of the two countries and making full use of local cooperation to promote all-round cooperation between the two countries.

　　China welcomes Tajikistan to join the Asian Cultural Heritage Protection Alliance. Under the framework of the Alliance, the two sides will jointly carry out pragmatic cooperation in ancient civilization research, monument restoration and joint archaeology.

　　The two sides support deepening exchanges and mutual learning among civilizations and oppose attempts to "eliminate culture and tamper with history".

　　The two sides believe that efficient cooperation in the security field reflects the high level of mutual trust between the two countries. Tajikistan supports China’s global security initiative and is willing to carry out exchanges and cooperation with China to jointly safeguard regional and world peace and security.

　　The two sides support the security and border defense authorities to maintain close communication, strengthen information exchange on cracking down on "three forces", illegal drug trafficking and transnational organized crime, strengthen cooperation in border areas and prevent cross-border movement of terrorists, and exchange experiences on key infrastructure, large enterprises and strategic cooperation projects.

　　The two sides will cooperate on the establishment of a meeting mechanism between China and Central Asian Ministers of Public Security and Interior.

　　The two sides will take measures to strengthen cooperation in combating illegal immigration, human trafficking, money laundering and economic crimes.

　　The two sides are willing to deepen and expand cooperation in the fields of border defense technology and equipment, preventing illegal border crossing, and combating terrorism and transnational criminal gangs.

　　The two sides positively evaluated the work of the China-Tajikistan Joint Border Committee and instructed relevant departments to further strengthen the construction of this mechanism and consolidate the good momentum of China-Tajikistan border security, stability, prosperity and development.

　　The two sides positively evaluated the friendly and cooperative relations between the two armies, and will continue to deepen military mutual trust and strengthen pragmatic exchanges in the fields of group visits, personnel training and joint anti-terrorism exercises.

　　China attaches great importance to Dushanbe’s anti-terrorism and its financing agenda, and points out that it is of great significance to implement the strategy of the Republic of Tajikistan to combat extremism and terrorism for 2021-2025.

　　The two sides support deepening cooperation in the field of emergency response, carrying out pragmatic cooperation in the fields of preventing and responding to natural disasters, ensuring safe production, emergency rescue and ensuring emergency industrial products, and strengthening cooperation within the framework of multilateral mechanisms such as the United Nations, the Shanghai Cooperation Organization and the China-Central Asia mechanism.

　　The two sides will deepen cooperation in the judicial field and promote mutual visits and personnel training cooperation between representatives of procuratorates and other law enforcement agencies of the two countries.

　　The two sides reaffirmed that an independent, neutral, unified, inclusive and peaceful Afghanistan, far away from terrorism, war and drugs, and living in peace and harmony with all its neighbors, is in the common interest of the Afghan people and all countries in the region. The two sides support the establishment of an inclusive government in Afghanistan with the participation of representatives of all ethnic, religious and political groups.

　　Noting that the humanitarian situation in Afghanistan is still grim, the two sides support the international community to continue to provide necessary assistance to the Afghan people who have suffered from war and hardship.

　　The two sides reiterated their willingness to jointly take measures to prevent and respond to the risks and challenges faced by regional countries from Afghanistan and the region.

　　China has taken note of Tajikistan’s initiative to build a "safety belt around Afghanistan".

　　The two sides pointed out that maintaining peace, stability and development in Central Asia is very important for countries in the region and even the world, and fully support the efforts of regional countries to ensure sustainable development and build a region of peace and common prosperity. The international community should fully respect the history and cultural traditions of Central Asia and make joint contributions to regional development and prosperity.

　　The two sides spoke highly of the implementation of the consensus reached at the first China-Central Asia Summit held in Xi ‘an on May 19, 2023, welcomed the establishment of the secretariat of the mechanism, believing that it would strengthen cooperation between China and Central Asian countries, and reiterated their efforts to ensure the success of the second China-Central Asia Summit held in Kazakhstan in 2025.

　　Both sides unanimously support strengthening the central role of the United Nations in international affairs, safeguarding the authority of international law, safeguarding world peace and stability and promoting international cooperation.

　　The two sides stated that they would abide by the Charter of the United Nations and the universally recognized basic principles and norms of international law in international affairs and bilateral relations.

　　The two sides spoke highly of and supported deepening mutual trust and carrying out all-round strategic cooperation in mechanisms such as the United Nations, the Shanghai Cooperation Organization and the Conference on Mutual Cooperation and Confidence Measures in Asia to jointly address global and regional challenges.

　　The two sides pointed out that the cooperation between China and Tajikistan in the Shanghai Cooperation Organization will help to further consolidate the status of the organization and promote mutually beneficial cooperation among member States. Tajikistan congratulates China on assuming the rotating presidency of the SCO from 2024 to 2025 and will fully support China.

　　China supports a series of initiatives on global water issues initiated by Tajikistan, especially the ten-year action of "Water for Sustainable Development" initiated by Tajikistan and the International Year of Glacier Protection in 2025, which will promote the harmonious development between man and nature and global sustainable development.

　　China spoke highly of the successful holding of the Third High-level Conference on Water for Sustainable Development for the Decade 2018-2028 in Dushanbe from June 10 to 13, 2024.

　　The two sides agreed to continue to maintain high-level active political dialogue on issues of common concern.

In order to further implement the requirements of the Notice on Expanding the Implementation Scope of Staged Holding Social Insurance Premium Policy (No.31 [2022] issued by the Ministry of Human Resources and Social Security), give full play to the effect of phased holding social insurance premium policy, and promote the insurance market players to protect employment and people’s livelihood, relevant issues are hereby notified as follows:

1. Since September 2022, all provinces, autonomous regions, municipalities directly under the Central Government and Xinjiang Production and Construction Corps (hereinafter referred to as regions) can further expand the scope of implementation of the holdover policy according to the epidemic situation and social insurance fund situation in the region, covering all small and medium-sized enterprises in the region that are greatly affected by the epidemic and have difficulties in production and operation, individual industrial and commercial households that participate in the insurance in the form of units, institutions participating in the basic old-age insurance for enterprise employees and various social organizations, so that the phased holdover social insurance premium policy will benefit more market participants.

Second, after the expiration of the phased deferred social insurance premium policy, enterprises can be allowed to repay the deferred social insurance premium by stages or month by month before the end of 2023. Late fees are exempted during the overdue period.

Three, local social insurance agencies in providing social security payment inquiry, issued a proof of payment, the enterprise in accordance with the policies and regulations of holdover, overdue period identified as normal payment status, not for arrears. During the enterprise holdover period, it is necessary to fulfill the obligation of withholding and remitting employees’ individual contributions according to law. If it has been withheld and remitted according to law, the employee’s individual payment status is recognized as normal payment. At the same time, it is necessary to actively cooperate with relevant local departments to properly handle the convergence issues with policies such as employee settlement, house purchase, car purchase and children’s admission qualifications.

Fourth, it is necessary to further strengthen the interpretation of policy propaganda in light of local conditions, improve the pertinence and accuracy of propaganda according to the characteristics of different industries, different enterprises and flexible employees, and ensure that the policy "should know everything." Strengthen the publicity of policy implementation effect by timely publishing deferred payment data information and interviewing and reporting typical cases of enterprises.

Five, to further optimize the handling services, to meet the requirements of the holdover policy of market players, active docking, classified service guarantee. It is necessary to improve the departmental cooperation mechanism, strengthen data sharing, simplify the work flow, realize the "instant application and enjoyment" of enterprises, and reduce the transactional burden of enterprises.

　　A: It is a practice of our Party that the National Congress of the Party revises party constitution according to the theoretical and practical innovations of the Party. The current party constitution was revised and formulated at the 12th National Congress of the Communist Party of China. According to the development and changes of the situation and tasks, party constitution has been revised to varying degrees from the 13th to 18th National Congress of the Communist Party of China.

　　Since the 18th National Congress of the Communist Party of China, the CPC Central Committee with the Supreme Leader as the core has adhered to the guidance of Marxism–Leninism, Mao Zedong Thought, Deng Xiaoping Theory, Theory of Three Represents and Scientific Outlook on Development, complied with the development of the times, concentrated the wisdom of the whole party, vigorously promoted theoretical innovation, created the new era Socialism with Chinese characteristics Thought of the Supreme Leader, and opened up a new realm of Marxism in China and Socialism with Chinese characteristics. "Nursing service in internet plus" mainly refers to the nursing service provided by medical institutions for discharged patients or special people who suffer from diseases and have difficulty in moving, relying on information technology such as the Internet and taking "online application and offline service" as the main mode. In order to standardize and guide the healthy development of "Nursing Service in internet plus" and further ensure the quality and safety of medical care, this pilot scheme is formulated according to the Regulations on the Administration of Medical Institutions, the Regulations on Nurses and other documents, the Opinions of the General Office of the State Council on Promoting the Development of "Internet+Medical Health", the Administrative Measures for Internet Diagnosis and Treatment (Trial) and the Administrative Measures for Internet Hospitals (Trial).

I. General requirements

(1) Guiding ideology. Guided by Socialism with Chinese characteristics Thought of the Supreme Leader in the New Era, fully implement the spirit of the 19th National Congress of the Communist Party of China and the National Health and Wellness Conference, follow the overall requirements of implementing the Healthy China Strategy, focus on "people’s health", closely follow the main contradictions and key issues in the nursing field, highlight shortcomings and strengths, innovate nursing models, expand service supply, improve service efficiency, standardize service behavior, ensure quality and safety, and accurately meet the diverse and multi-level health needs of the people.

(2) Work objectives. After a year’s trial, under the background of "Internet+medical health", we explored the management system, service model, service standard and operation mechanism of "internet plus Nursing Service" which is suitable for China’s national conditions. Give full play to the demonstration role of the pilot areas, form reproducible and beneficial experiences, gradually promote them from point to area, and standardize and guide the healthy development of "Nursing Service in internet plus". The supply of nursing services has been further expanded, and the people’s sense of acquisition has been significantly enhanced.

Second, the basic principles

(a) to carry out and standardize services according to law. "Nursing service in internet plus" should be based on the requirements of relevant laws and regulations, adhere to the principle of "online and offline, homogeneous management", ensure the standardized development of relevant services, and guarantee the medical quality and safety and the legitimate rights and interests of both nurses and patients.

(B) people-oriented, to meet the needs. Fully consider the health characteristics of different groups of people and the urgent demand for nursing services, take "people’s health" as the center, coordinate the development of institutional nursing, community nursing and home nursing services, increase the supply of nursing services, and continuously meet the diverse and multi-level health needs of the people.

(3) Encourage innovation and be tolerant and prudent. Innovating nursing service mode and exploring and cultivating new nursing service formats. Encourage social forces to actively participate, follow market rules, and stimulate market vitality. Implement an inclusive and prudent supervision method to effectively ensure quality and safety.

(four) according to local conditions, step by step. Encourage all localities to actively explore, combine local conditions and the characteristics of nursing work, and carry out pilot work scientifically, steadily and step by step. Third, the pilot content

(A) a clear "internet plus nursing service" to provide the main body. The health administrative department in the pilot area may, in combination with the actual situation, determine the entity medical institutions that have obtained the Practice License for Medical Institutions and have provided services such as family beds and rounds (hereinafter referred to as "pilot medical institutions"), and rely on the Internet information technology platform to send registered nurses of the institutions to provide "internet plus Nursing Service" to extend the nursing service from the institutions to the communities and families. Registered nurses should have at least five years of clinical nursing experience and technical titles above that of nurses, and can query in the national electronic registration system for nurses. Encourage qualified pilot medical institutions to strengthen the management of nurses through face recognition and other human feature recognition technologies, and equip them with nursing recorders. A withdrawal mechanism should be established for nurses who violate relevant laws and regulations and have bad practice records.

(two) clear "internet plus nursing service" service object. Focus on providing chronic disease management, rehabilitation nursing, special care, health education, hospice care and other nursing services for the elderly or disabled elderly, convalescent patients and terminal patients with mobility difficulties. The health administrative departments in the pilot areas can determine the specific service targets of the pilot work of "internet plus Nursing Service" according to the actual situation and the health characteristics of the population and the principles of highlighting key groups, ensuring quality and safety, and preventing and controlling practice risks.

(three) clear "internet plus nursing service" project. The pilot area should be combined with the actual situation, on the basis of investigating and studying the service needs of the masses and fully evaluating the environmental factors and practice risks, organize and formulate the "internet plus Nursing Service" project in this area. In principle, the service items should be technologies with large demand, low medical risk and easy operation and implementation, and the combination of "positive list" and "negative list" can be used to make it clear, so as to effectively guarantee the quality and safety of medical care.

(four) standardize the "internet plus nursing service" behavior. Before providing "internet plus Nursing Service", the pilot medical institutions made the first visit to the applicants, and evaluated their diseases and health needs. If it is considered that "internet plus Nursing Service" can be provided, nurses with corresponding qualifications and technical ability can be sent to provide relevant services. The data generated in the service process should be traced all the way, which can be queried and traced to meet the regulatory needs of the industry.

(5) Improve the management system and service standard of "internet plus Nursing Service". The health administrative departments in the pilot areas and the pilot medical institutions should establish and improve the relevant management systems and service specifications of "internet plus Nursing Service" in accordance with the relevant national management regulations and technical specifications, such as nursing management system, medical quality and safety management system, medical risk prevention system, medical document writing management regulations, personal privacy protection and information safety management system, medical waste disposal process, home care service process, dispute complaint handling procedure, adverse event prevention and disposal process, relevant service specifications and technical guidelines.

(six) to strengthen the management of Internet information technology platform. Pilot medical institutions can independently develop Internet information technology platforms or establish cooperation mechanisms with qualified third-party information technology platforms. Internet information technology platform should have the equipment and facilities, information technology, technical personnel, information security system, etc. required to carry out "internet plus Nursing Service". The basic functions at least include the identity authentication of clients, the collection and storage of medical records, the positioning and tracking of service personnel, the protection of personal privacy and information security, the traceability of service behavior throughout the process, and the statistical analysis of workload. Do not buy or sell or disclose personal information.

(seven) clear "internet plus nursing service" related responsibilities. Pilot medical institutions and third-party Internet information technology platforms shall sign cooperation agreements, in which their respective responsibilities and rights in medical services, information security, privacy protection, nurse-patient safety and dispute settlement shall be clearly defined. When implementing "internet plus Nursing Service", a pilot medical institution shall sign an agreement with the client, and inform the patient of the service content, process, responsibilities and rights of both parties and possible risks in the agreement, and sign an informed consent form.

(eight) actively prevent and deal with the risk of "nursing service in internet plus". Pilot areas and pilot medical institutions should sum up the experiences and practices of "internet plus Nursing Service" in some places, and learn from the risk prevention and safety management measures of other industries in internet plus. Four, the pilot area and pilot time

(1) Pilot areas. Beijing, Tianjin, Shanghai, Jiangsu, Zhejiang and Guangdong have been designated as the pilot provinces of "Nursing Service in internet plus". Other provinces selected pilot cities or regions to carry out pilot work according to the actual situation.

(2) Pilot time. February-December 2019.

V. Relevant requirements

(1) Raise awareness and strengthen leadership. Pilot areas and pilot medical institutions should fully understand the importance of standardizing the development of "nursing service in internet plus", take accurately meeting people’s diverse and multi-level health needs as the starting point, take safeguarding people’s health rights and interests and ensuring medical safety as the foothold, strengthen organization and leadership, and make overall coordination and promotion. The health administrative departments in the pilot areas should actively coordinate the relevant local departments to formulate and improve relevant policies and promote the pilot work. Pilot medical institutions should clarify the responsible departments and personnel, improve the relevant management systems, service standards and emergency response plans, and ensure the effective and orderly development of the pilot work.
